Starting from the Changchun Changsheng vaccine incident, this case deeply analyzes the failure of the system of “Qualified Persons ” and explores the issue of the bottom line of drug quality and safety in China. Revealed the shortcomings of the government's single authoritarian control and the absence of a social co-governance system. At the same time, measures and suggestions were proposed to promote the professionalization of QP, build a supporting system, improve legislation, and strengthen social co-governance, in order to improve the quality and safety level of drugs in China.
